A Second Vatican in Jerusalem's Old City? Part II: The Israel-Vatican Relationship Twenty Years Later

    As often happens when I write a post, I find myself totally involved in the research, the reading of excellent blogs and sites related to my subject and am slow to begin writing.  I apologize, therefore, for the delay in publishing Part II of this post!
     Like North Americans, the vast majority of Israeli citizens are basically "asleep" with respect to how our planet is Ruled and the machinations of shadow governments and
secret societies that influence our everyday lives.  Israelis, too, rely heavily upon the Main Stream Media (MSM) for their news and thus learn only what The Powers That Be choose for them to know.
     It has been easy for the Vatican and Middle East representatives to operate in secrecy during the past twenty years because most Israelis have little interest in Catholicism, regarding it as a strange religion with weird rituals and pagan-like ceremonies.  Unlike the Roman Catholic Church, Jews are focused on the "here and now" and not "end of days" theology.
     The excellent work of two investigative journalists based in Israel has done much to reveal to Israelis as well as the rest of the world the "behind the scenes" negotiations that have been going on since the early 1990's between the Vatican and representatives of Israel and Palestine.
     Ivar Fjeld, a Norwegian reporter based in Israel, provides comprehensive, updated material on his blog.  Joel Bainerman also writes extensively on this topic posting on the preceding link and his own archive.
     A third writer, Dr. James P. Dawson affiliated with Aaron C. Ministries, has also written at length on the Vatican Agreement(s) and Biblical history of Jerusalem.  He is a Christian supporting Israel who is particularly interested in "end-times prophecy".
    Discernment is necessary when considering the views of the authors above relative to the motivations of the parties involved, the Vatican in particular, because all three are staunch advocates of Israel and not objective relative to the Palestinians or Roman Catholics by any stretch of the imagination.  
     The Vatican has a long term view of the world as does the New World Order in general.  The leaders of the ruling groups and organizations think in terms of centuries, not years or decades.
     The Vatican City State and the Holy See are two separate entities, both of which are headed by the Pope and have international identities.  The Holy See, that speaks and acts for the whole Catholic Church, dates back to the beginning of Christendom. 
    The Vatican City State, however, is a sovereign city-state of 110 acres and 800 people enclosed in a walled enclave within the city of Rome.  Although the Vatican and the Holy See are quite different in reality, the two terms are often used interchangeably in error by ordinary people not understanding church structure and politics.  If you want to know more about differences between the Holy See and the Vatican City State, I have provided the links to Wikipedia descriptions.
     The Vatican City was created in 1929 through the Lateran Treaty entered into by Benito Mussolini and Pope Pius XI.  For 60 years, the Catholic Church and the Italian state had been at contretemps.  In 1870, Pope Pius IX stated that he could not rule the Catholic Church without a sovereign neutral base. 
     From 1870 to 1929, the Pope, his successors, and church officials shut themselves up in the Vatican Palace, claiming they were the "Prisoners of Rome", verbally clashing continuously with the Royal Italian Government several blocks away in Rome itself.
     When Mussolini came to power in 1922, he wanted to end the conflict between the Catholic Church and the Italian state because it was divisive and because most Italians were Catholic.  The negotiated treaty made the Pope the sovereign of the independent Vatican City State in exchange for a significant sum of cash and bonds.
     Ivar Fjeld describes some interesting similarities between Jerusalem Old City and Vatican City, the latter being about one-half the size of the Old City.  Mussolini had significant influence over the design of Vatican City.  The two cities have the same shape.  St. Peter's Basilica and the Dome of the Rock are in identical spots within their respective cities.  Furthermore, St. Peter's Basilica and the Dome of the Rock are alike  in architectural style as indicated in the pictures published by Fjeld.
     Fjeld states that "fascist dictator Benito Mussolini prepared for the next Catholic Kingdom in Jerusalem".  Mussolini even donated marble pillars for the Muslim renovation of the Dome of the Rock.  "If Hitler and Mussolini had won World War II, the Pope would have become the leader of both the Vatican state and the city of Jerusalem.  Then the Pontiff could have shifted his throne from Rome to the Old City of Jerusalem without any objections"--an interesting thought to consider.
     But why has the Roman Catholic Church been so dogged in wresting control of Jerusalem away from both the Israelis and the Palestinians?  The Christians (of any kind) have controlled Jerusalem only a few short years after the Crusades, a bloodbath so severe that the city had more dead bodies than living people.  Why have negotiations and agreements between Israel and the Vatican been conducted for twenty years in almost absolute secrecy without approval of the Knesset? 
     The answer to the second question is quite easy: if the Israeli people understood that the Catholic Church was attempting to strip away Israel's sovereignty as an independent nation, to basically conduct a bloodless coup, the plan would have no chance of succeeding in the Israeli homeland. 
     The first question regarding the motivation of the Vatican is a bit more complex.  Baineman proposes that the Vatican wants to use Jerusalem as the "stage" for the final production of The Coming of The Messiah.  For the Catholics to convince the world that the Messiah they put on the world stage is genuine, the "play" needs to be performed in Jerusalem, the seat of Christianity. 
     In this production, the "Messiah" will merge the three monotheistic religions into a One-World-Religion, ushering in peace and harmony, and solving the Middle East conflict (for a world very tired of the subject!). 
     The proclaimed "Messiah" will insist upon a "world government (i.e. United Nations).  The Middle East will become a regional bloc of nations.  To help convince any reluctant Jews, the building of the Third Temple, also called "Solomon's Temple",  will be offered since the "Messiah" has now arrived.
    Other religious leaders have postulated various versions of the above scenario, often tying proposed events to Biblical scriptures and End Times Prophecy.  In fact, Bainerman's theory ties in well with St. Malachy's Prophecy of the Popes (the subject of my March 12, 2012, blog: Headlines: Is The Vatican in Critical Condition?).
     According to Malachy's prophecy, the pope following the current pope will be the last pope.  He will put forward and support a world leader who will be the Anti-Christ.  "According to Dispensationalist protestant theologians, the Third Temple will be rebuilt when the Anti-Christ, often identified as the political leader of a trans-national alliance such as the European Union or the United Nations, secures a peace treaty between the modern nation of Israel and its Muslim neighbors..... The Anti-Christ later uses the temple as a venue for proclaiming himself God and the long-awaited Messiah, demanding worship from humanity".
     How did Israel get itself into such a predicament?  And where are the Palestinians in this plan?
     Joel Bainerman has provided a detailed accounting with references for "A Chronology Of The Attempt By The Vatican To Displace Israel From The Old City of Jerusalem".  This twenty year history is beyond the scope of this blog post, but I include a few key events below.
     The initial steps began in 1991.  Israel was "sold out" many times during the next ten years by its leaders who operated in secret without knowledge or involvement of the Knesset.  In March, 1992, prior to a visit from the Pope, Jerusalem Mayor Teddy Kollek said: "The Israeli government should meet the Vatican's demand to apply special status for Jerusalem."   On April 15, 1992, Cardinal Joseph Ratzinger (the current Pope Benedict XVI) visited Israel for the first time, meeting only with Mayor Kollek.
     Yitzhak Rabin and the Labor Party, for whom the Vatican had announced its support, won the Israeli election in June, 1992, over the Likud Party.  Almost immediately the bilateral relations between the Vatican and Israel accelerated and the entire process was locked away in secrecy. 
     It is interesting that during the time the Vatican-Israel talks were quietly proceeding, the Oslo Accords and later the Oslo II talks were front and center in MSM, effectively providing cover for the Vatican negotiations.
     On December 30, 1993, with no media coverage in Israel, a "historic agreement with the Vatican" was publicly acknowledged.  Called "The Fundamental Agreement Between The Holy See and The State of Israel", the document contains the following quote: "Mindful of the singular character and universal significance of the Holy Land.  Aware of the unique nature of the relationship between the Catholic Church and the Jewish People, and of the historic process of reconciliation and growth in mutual understanding and friendship between Catholics and Jews; having decided on 29 July 1992 to establish a 'Bilateral Permanent Working Commision', in order to study and define together issues of common interest, and in view of normalizing their relations."
     What is revealed in the quote is the fact that within a month of taking office, the Rabin government outside of the Knesset was negotiating with the Vatican in earnest.  The agreement signed by Foreign Minister Shimon Peres and Deputy Foreign Minister Yossi Beilin gave the Catholic Church (1) extraterritorial status to their properties and (2) control over the entire city as "custodians" under United Nations presence.  In that way, the Jews would give up control over the Old City since it would appear to not be given directly to the Vatican, something the people might perceive as a problem.
      There were other key steps in the months that followed.  In June, 1994, the Israeli government signed an agreement with the Vatican allowing the Catholic Church to participate in negotiations to determine the future of Jerusalem.
     In November, 1994, an agreement among Rabin, King Hussein, and Lord Victor Mishcon turned over control of the Islamic Holy sites within a Vatican-controlled Old City of Jerusalem to Jordan.
     A Knesset member announced in the Knesset in April, 1995, that all Vatican property in Jerusalem was to become tax exempt and that large tracts of land on Mount Zion had been given to the Pope in perpetuity.
     The Vatican announced in February, 1996, that the Holy See recognized Palestinian sovereignty over East Jerusalem, an action that caused immediate displeasure and reaction from the Israeli side.
     Israel and the Vatican signed a "Legal Personality Agreement in November, 1997, in which Israel agreed to "assure full effect law to the legal personality of the Catholic Church itself".  The meaning of that agreement is unclear.
     From 2000 until the present day, the secret meetings have continued.  Some agreements generated conflict with previous agreements. Some agreements with Israel contradicted others made with the Palestinian Authority and vice versa.
     The ultimate goal of the Vatican, however, to come into Israel, take over properties, and to control and dominate the Old City of Jerusalem now exists, has been fully documented, and reported in the world's media.
     The implementation of the Vatican's plan has proved difficult to put into action on the ground and the original timetable now lags by at least ten years.  Israeli changes in governing parties, deaths, assassinations, continuing war, and terrorists attacks have made for slow progress on the Vatican agenda.
     Pressure has been growing from the international community for a resolution to the Israeli-Palestinian conflict.   Some groups have formed with the aim of solving the Middle East "problem".
     The Jerusalem Old City Initiative is a project of the Department of Political Science at the University of Windsor, Canada, begun in 2003.  The mission is "developing creative options for the governance and management of the Old City of Jerusalem in preparation for a negotiated settlement between the Israelis and Palestinians".   The role of the Vatican is not mentioned, but nothing about the proposals generated thus far seem to contradict the Vatican agenda.
     The Council of Religious Institutions of The Holy Land is another such organization, including the Chief Rabbinate of Israel, the Heads of the Local Churches of the Holy Land, the Ministry of Islamic Waqf at the Palestinian Authority, and the Islamic Sharia Courts of the PA.
  Once again, the Vatican is not overtly listed among the Holy Land organizations, but how its role might be defined within the goals of the organization is unclear. 
    The Council Mission states the following:
"As religious leaders of different faiths, who share the conviction in the one Creator, Lord of the Universe; we believe that the essence of religion is to worship G-d and respect the life and dignity of all human beings, regardless of religion, nationality and gender.
We accordingly commit ourselves to use our positions and good offices, to advance these sacred values, to prevent religion from being used as a source of conflict, and to promote mutual respect, a just and comprehensive peace and reconciliation between people of all faiths in the Holy Land and worldwide."

      Will the Vatican succeed in establishing a physical administrative presence in Eastern Jerusalem and the Old City of Jerusalem as agreements on paper have stipulated?  Obviously, no one yet knows, but in spite of the obstacles, it is doubtful that the tenacious Vatican will "throw in the towel".
     Several points are worth mentioning here.
(1)  The Likud party, now in power, with Prime Minister Binyamin Netanyahu, a hard line Zionist, does not seem likely to hand over the keys to Jerusalem to anyone without a fight, especially to the Vatican, regardless of what they/he may say in public.
(2)   The International Community is weary of the Middle East conflict and may apply pressure for a solution.  That could work in the Vatican's favor.  However, it may end up being a "tug of war" among factions within the New World Order over who would be in charge in Jerusalem.
(3)   The Vatican is facing many internal battles at the moment.  The banking scandal has been downplayed for the MSM, but it has caused J.P.Morgan Chase to break off their long-term banking affiliation with the Vatican, a significant measure of the Vatican's banking irregularities.  Furthermore, with the expected retirement of Pope Benedict XVI in the near future, much infighting and jockeying for position within the House of Cardinals has been reported.  Many within the Holy See are believers in the Prophecy of the Last Pope and that belief could have significant impact on what happens next.
(4)   And lastly, all over the world, people seem to be rousing from "their slumber".  The Occupy Movement and the Islamic Spring are but two examples of the changes that are occurring worldwide, yielding a sense that people are beginning to take back their power from the Rulers who have "called the shots" for so long.  With each day that passes, it will be more and more difficult for the Vatican or any other entity or person to force upon the people of Israel actions of which they do not approve.   They will find their voice.
